On August 28, 2009, it was released worldwide, and was made available for purchase from Apples website and its retail stores at the price of US29 for a single-user license. I'm trying to install a free utility (Caffeine) and I get the same problem: the spinning cursor, but no actual progress. Works only on systems which support Snow Leopard.
